1. Establish a Barrie Transit Advisory Committee

   Barrie Riders urges Barrie City Council to establish a Barrie Transit Advisory Committee (BTAC) to enhance community engagement and improve our transit services. Currently, Barrie stands out as one of the few larger municipalities in Ontario without a dedicated advisory committee for its transit system, despite having an Active Transportation and Sustainability Advisory Committee. Especially given the recent concerns regarding the New Transit Network and more specifically, Transit On-Demand, riders must be at the table informing Council on Barrie’s transit system.

   At least 16 Ontario municipalities, including Toronto, Guelph, Windsor, Peterborough, and Orillia, have successfully implemented transit advisory committees. These committees incorporate resident and stakeholder group participation and have the support of subject matter experts and staff. These committees allow communities to have a meaningful voice in transit planning and operations, ensuring that the needs of all residents are addressed.

   Importance of a Transit Advisory Committee:

   1. Enhanced Community Engagement: BTAC would serve as a forum for transit riders and stakeholders to share their experiences, concerns, and suggestions directly with city officials, fostering a collaborative approach to transit planning.

   2. Feedback Mechanism: Given the recent significant changes to on-demand transit services in Barrie, there is an urgent need for consistent and effective channels for transit-rider feedback. BTAC would enable the city to gather valuable insights and address challenges proactively.

   3. Collaboration and Representation: Transit riders deserve a seat at the table. By including diverse perspectives, including those from accessibility advocates and various demographic groups, BTAC can help shape strong, rider-led recommendations for city staff and council.

   4. Alignment with Best Practices: The establishment of BTAC would align Barrie with numerous other municipalities that prioritize community input in transit decision-making. This would not only improve local transit services but also demonstrate the city’s commitment to transparency and inclusivity.

2. Windrow snow clearing

   Provide clearing of windrow snow from the end of the driveways. Other cities such as Vaughan, toronto, and mississauga provide this to all residents.

   If it is a budgetary concern, then only provide this service for senior residents. The elderly should not be clearing the heavy, icy snow left over by the snow plows

3. Request for Adjusted Waterfront Parking Enforcement on Sanford, Vespra, and Victoria Streets

   To our wonderful City of Barrie and Members of Council,
   On behalf of Namaste North, I am writing to request your consideration in adjusting the Waterfront Parking Permit enforcement on Sanford Street, Vespra Street, and Victoria Street.
   For over 13 years, Namaste North has been proud to serve the Barrie community—not only as a yoga and fitness studio, but as an active partner in building a vibrant, healthy, and connected downtown. From supporting local charities like the Barrie Food Bank and Women’s Shelter, to helping organize and participate in events such as Barrie Yogafest, community choirs, and other city initiatives, we strive to foster wellness and community spirit both within our studio and across Barrie. Our own events—like our Summer Sweat Challenge and social gatherings at local businesses—encourage people to experience all that downtown Barrie has to offer.
   Many of our students travel from neighbouring communities to attend classes, workshops, and events, often visiting nearby cafés, shops, and services as part of their trip. Unfortunately, we have already had students cancel or suspend their memberships this summer specifically due to parking concerns. Under the current Waterfront Parking Permit system, these visitors are at risk of receiving tickets when parking on nearby streets. While we appreciate that Barrie residents are rightly prioritized through the permit program, these restrictions unintentionally discourage non-resident patrons from visiting downtown and supporting local businesses.
   We also recall that in 2020, the City made parking free for a period to help encourage downtown activity and support businesses during a challenging time. This precedent demonstrates the

   City’s recognition that parking access and costs can be significant barriers for businesses to overcome. As downtown continues to evolve, we believe a similar spirit of collaboration can help ensure small businesses remain a vital part of Barrie’s growth.
   To that end, we respectfully propose:
   ● Suspend enforcement of waterfront parking restrictions on Sanford, Vespra, and
   Victoria Streets to provide greater flexibility for business patrons.
   ● Designate these streets as mixed-use or time-limited (e.g., 2-hour) parking zones, recognizing their vital role in supporting both residents and businesses.
   ● Offer a business-partnered accommodation, such as allowing verified students or members of downtown businesses to apply for temporary Waterfront Permits, or issuing a limited number of visitor passes for businesses to provide to their clients.
   As a long-standing local business dedicated to promoting health, wellness, and community engagement, we are eager to continue drawing people into downtown Barrie and contributing to its vitality.
   We would be happy to meet with City staff or Council members to discuss this further and explore practical solutions.

5. Re-instate flashing lights during reduced speed hours

   With the new speed enforcement cameras being installed, the lights warning when the reduced speed hours are active have been covered in black plastic.

   As a former police officer, if I was to do this while conducting speed enforcement, this would constitute police trickery which would result in the case being tossed immediately.

   Expecting someone to read a sign when entering a school zone only causes drivers to become distracted by trying to read the hours on the scene and not pay attention to pedestrians walking in the area.

   Therefore I am requesting it to be mandatory that in areas with speed limits that change during specific hours, that a visual flashing light is also installed to provide motorists with a fair warning that they are entering a zone with a reduced speed. If this must be put into a by-law, then so be it.

   The sign indicating how the speed limit can differ depending on the time of year, the day, and time of day—related to times when children are travelling to and from schools—temporarily replaces the flashing lights to warn of a 40 km/h zone, which must be covered when cameras are active. The Government of Ontario doesn't permit speed limits that vary and flashing lights to be posted at the same time. A static speed limit sign allows a provincial offences officer to be 100% confident that the accurate speed limit was posted to advise drivers of the maximum speed, which helps ensure that the ASE regulation under the Highway Traffic Act (Regulation 398/19 Sec 3.1.6) can be fully met and that tickets can be issued.

6. City of Barrie should fallow the city of Toronto and the city of Vaughan for reducing speed limits on residential area

   The city of Toronto and the city of Vaughan have reduced their speed in the residential areas by 10 klm , this included their city bus routes down. And markers our put down on the asphalt with the word Slow Down and the speed.

7. Sam Cancilla Park Revitalization

   Sam Cancilla Park, located on Dunlop Street East near Mulcaster Street in Barrie, is currently underutilized due to its uninviting and inaccessible state, with parts closed for safety reasons.

   Despite its prime waterfront location, the park falls short of its potential. The City has approved and budgeted for decommissioning the old water reservoir beneath the park. Local residents propose revitalizing the park alongside this project to enhance Barrie’s waterfront. The plan includes improving pedestrian access from Dunlop Street and the north shore trail, creating an inviting public space with waterfront lookouts on Kempenfelt Bay, restoring a functional children’s play area, and incorporating public art to address community infrastructure gaps, particularly on the east side of downtown.

   Community support is sought to modernize the park and enrich Barrie’s downtown core. With your help and support we can continue to grow our beautiful downtown.

8. Remove median at Mapleview and Dean

   With the widening of Mapleview, they put in a median to block turning left on Dean rather than lights like at Mapleview and Madeline. The city claimed this was to stop speeding. This has been an annoyance ever since.

   1. Dean is a no street parking street (another bad city decision)

   2. Madeline is a street parking street.

   Now, we have to turn on Madeline and dodge cars around bends and drive on side streets that are plowed less and have more kids playing etc. Why divert traffic to put kids at risk rather than have us use our own street? Now to mention, blocking the other wide of Dean from more easily accessing the library or Zerhs place and having a safe way to even walk across the street. They now have to jaywalk across which is not safe!

   This median and these decisions have only caused dangerous habits from jaywalkers to cars doing U-turns to get around the median.

9. Community compost bins. Provide each area of town with the large black round compost bins. Reducing food waste.

   Placing large black round compost bins in plenty of areas in barrie that residents can compost daily. Reducing food waste in landfills. The green bins are great but smell after time and can only be picked up weekly. Having a readily available compost area may reduce people just throwing out their food wastes.

10. Adopt a hydrant

    Promote residents to adopt their local fire hydrant and keep them clear of snow for quick access if they’re ever needed.

11. Let us widen driveway with asphalt

    The by-law prevents a certain percentage on grass being covered by asphalt but it can be covered by expensive stones (so it's not about covering it). The issue is, young people can't afford to more out anymore due to high rent and housing costs, so they stay home longer. If they are starting careers, they often need cars of their own as this is a commuter town. So everyone has a car and no where to park them. My kids, as an example, are now young adults and we can fit one car in the garage and 2 on the driveway. My youngest now needs a car but would have no where to put it. I wanted to extend driveway 3 feet to make 3 cars fit but we're told this would be against by-law. I feel this would help home owners find solutions to keep cars off the roads. Further, when I called the city about constant property tax increases, they suggested I rent out my basement as they've made it easier to rent basements. Well, sure, assume I'd want that... where are people supposed to park? We need to realize that we are going to have a car problem as everyone's kids grow up and stay home longer. They removed street parking on Dean for bike lanes that are NEVER used (not enough to justify having them), and claimed is was to reduce speeding. Sorry but having no cars to dodge makes a nice wide road with clear view and no risk to hit anything while speeding. At least the summer we could park on the road. Side streets get so crowded since Dean has to use them, too.

12. Add a crosswalk on Burton/Yonge

    A cross walk is needed.

    Many people cross the very busy 4 lane section of Burton between Barrie Gate plaza and Allendale Market place, by the train tracks/Burger King.

    Additionally, people notoriously speed through this section for some reason. I think a crosswalk would be beneficial for the many pedestrians that dangerously attempt to cross here.

13. Bring back hangtags for resident parking

    The elimination of the hangtags for resident parking using HotSpot has been fiasco. This decision was taken at a time where residents were not paying attention to local politics and should be completely repealed.

    The biggest issue with the usage of HotSpot service is privacy. The handoff of our private data to an OFFSHORE company, in this case Arcadis, a Netherland business, represents a real threat to residents privacy. The city of Barrie claims that there is no risk to our data being misuse. The city of Barrie simply cannot be sure that the information of our green slip (ownership) will be destroyed. Isn't there not enough security breach happening all over the world already? NONE of these security breach were not supposed to happen, but it happened and keeps happening all over the world. Since when the city of Barrie need an OFFSHORE company to manage it’s residents data?

    But the real question is the following. Why did the taxpayer had to support an initiative that COST MORE money to implement? Sending a bunch of hangtags when new residents move in is definitely cheaper than continuously paying an OFFSHORE company to manage our sensitive private information. I think it is legitimate to wonder WHO wanted this system and WHY. This is definitely not a request from the residents as this was implemented at a time where everyone was distracted by a worldwide event.

    We demand that the hangtag system be reinstated.

14. Lower the height of speed bumps on Hanmer

    The speedbumps on Hanmer are ridiculously high/steep. And I believe there are three sets of them.
    
    Speedbumps in other parts of the city seem lower, or possibly they are longer, so that you don’t feel a giant jolt on the way down from the bump.

    To confirm: The heights of the Hanmer Drive speed cushions were measured by the City's Linear Infrastructure group and were found to be constructed at similar heights to the other locations. A list of all locations and more information about traffic calming is available at http://www.barrie.ca/TrafficCalming

15. Dog Waste Stations at Community Parks

    Putting dog waste bags around community parks to pick up after their pets. City By-laws require that you 'stoop and scoop'. Have the bylaw displayed with fine amount along with a dog waste bag dispenser, a dog waste bin, and a sign. Of particular concern is the community park at Lally Terrance and Gateway Drive, Gateway Park. Dog owners are leaving dog waste on sidewalks and walkway paths in the park.

17. Create an off-leash dog part in the unused portion of Holly park

    South West Barrie does not have a dog park, and with the growing traffic, getting to the other dog parks takes 10-15 minutes. There is a portion of the Holly park that is currently green space and is almost always unused which would make a great spot for neighbourhood dog owners to congregate. Additionally, it would reduce the use of neighbourhood schools as off leash areas, reducing the chance of dog related incidents and possible messes. See the attached screenshot for location

18. Highway 400 Widening & High Mast Lighting

    Dear City of Barrie Officials,

    Highway 400 is a critical route for Barrie residents, yet increasing congestion and the lack of high mast lighting pose serious safety risks. As the city grows, these issues must be addressed urgently.

    I urge the City of Barrie to push the Ministry of Transportation of Ontario (MTO) for highway 400 expansion and proper high mats lighting. These improvements will enhance safety, reduce traffic, and support economic growth.

19. build a public sauna and hot tub facility

    Barrie would benefit from offering pay-to-access spa, meaning a hot tub, steam room and sauna facility. The former YMCA had two programs for men and women, offering access to these amenities. It has been four years in Barrie with no sauna, steam room or spa hot tub. These are great for attracting visitors to our city, and offer relaxation at the end of a busy day. A fee for use would bring in money.

20. Open a fenced, off-leash dog park in downtown Barrie

    I saw the previous suggestion from 4 years ago regarding a waterfront dog park. I wanted to renew the subject with a new post. My suggestion is a dog park in the downtown area. Doesn’t necessarily need to be a beach, just a fenced area that is safe for both our dogs and the people passing by. Maybe a part of the Sam Cancilla Park? That, I would of course leave up to the city planners.
    I am sure you would know the numbers, but from what I observed; there is a large number of dog owners living in the downtown area. Our furry friends have a need to run around freely at times, some breeds more than others. I feel we should be a bit more empathetic of these pets living in condos without access to a backyard.
    I am more than happy to keep my dog on-leash in public even if she is well behaved and very friendly, I understand some people might have fears and trauma and we all need to respect that.
